Wirral Council’s existing strategy to prevent and respond to homelessness in Wirral was developed and implemented in 2008, following a comprehensive review of homelessness and homeless services.  People are now facing real difficulties in managing their income and housing as a result of the downturn in the economy and its impact on the housing market, as well as the changes taking place in social housing and welfare benefits.  Homelessness is increasing across the country, and there are fears it will continue to increase.
